CHINA: ITALIAN POs Following the 1902 treaty with the Chinese government the Italian settlement at Tien-Tsin was given to Italy “in perpetuity”, and as such it became a “de facto” colony of Italy. On the other hand, the Beijing Italian settlement status was never changed. The opening of Italian Post Offices in China was decreed on 11 March 1920, with retroactive effect. In fact, two well organized post offices had been operative since 20 September 1917, and survived until the end of 1922: one was at Beijing and the other at Tientsin. Prior to issuing the 1917 stamps with the officially authorized overprints “Pechino” and “Tientsin” executed at Torino by the State Printing Works, Italian stamps were overprinted in China with straight line hand stamps supplied by the Italian Ministry of the Posts for use on registered mail. These hand stamps had other words but only the part with the town name was utilized for these test overprints. Therefore stamps exist hand stamped with block letters in black “PECHINO” and “TIENTSIN” [19 mm x 3 mm]. After this first attempt to create local stamps for use at the Italian Post Offices, between September and November, a new attempt was made by overprinting locally Italian definitive stamps: seven values with a two-line overprint “PECHINO / [face value in CENTS upper case – Chinese currency]” and three values with a two-line device “TIENTSIN / [face value in CENTS upper case – Chinese currency] are listed in Italian stamp catalogues. At almost the same time, Italian definitive stamps (1901-1916) were overprinted with the words “Pechino” or “Tientsin” at the Italian Printing Works at Torino, Italy. These stamps were issued on 1 December 1917, after each post office received varying quantities of nine different denominations to satisfy the local needs. The two postal facilities were authorized to handle registered, insured, and express mail, and offered a surprisingly wide range of services. The principals were the Italian consuls at Beijing and Tientsin, and the postal service was solely for the benefit of Italian personnel, Italian settlers, and crews of Italian ships in the area. In November 1918, both post offices received a top value, a 10 lire, with the above-mentioned one-line overprints, “Pechino” and :”Tientsin” respectively. Shortly after, on 1 December, a 30c Express stamp with the respective one-line overprint was issued together with a set of four postage due stamps with the usual one-line overprints for use at the Beijing and Tientsin Italian post offices. All these stamps, except for the early local two-line overprints, were overprinted locally in 1918-1919 to indicate - in the upper part of the stamp - the face value in Chinese currency. The overprint on the Pechino top 5 lire denomination is “2 / dollari [lower case]”; on its Tientsin counterpart it is “2 / Dollari [upper case D]”. However, in 1919, the “Pechino” top value appeared with an overprint with the currency in upper case “DOLLARI”. Only 15 stamps with this overprint are said to exist. Furthermore in 1920, the top value reappeared hand overprinted in its entirety “2 / dollari / Pechino”; in fact, the “Pechino” of the third line is not the letterpress overprint by the Italian Printing Works at Torino which measures 13 millimeters in width. The “Pechino” of the local hand overprint is 12 millimeters and the ink is “watery”. The top value for Tientsin suffered a somewhat similar fate. It reappeared in 1919 with the local overprint reading “2 / dollari [lower case]”. In 1921, the top value reappeared hand overprinted “2 / Dollari / Tientsin”. To complete this overview of the Italian Post Offices in China mention must be made that in 1917 Italy had re-issued the 20c orange, Michetti type, with watermark ‘crown’ - the twin denomination utilized for the 1917 “Pechino” and “Tientsin” overprints had been issued in 1916, and was unwatermarked. The 1917 watermarked type was overprinted “Pechino” and “Tientsin” in Torino, but never issued. The 25c, Michetti type, was issued in 1919 with a local overprint “10 CENTS” placed at the bottom of the stamp, just above the letterpress overprint “Pechino” applied at Torino. With two sets of postage due stamps (one line overprint, 1917; and the 1918 version with one line overprint added at the top to indicate the Chinese currency), in 1919 a new overprint was prepared “4 parallel solid lines / Post Office name / face value in Chinese currency”. The four parallel sold lines were supposed to obscure the embarrassingly prominent face value in Italian currency printed in red on the oval glory on white background. These novelties were prepared but never issued, therefore they exist only in mint condition.
