2009 SCOUTS 75TH ANNIVERSARY MINT NEVER HINGED

Description

A Commemorative Set of 4 Stamps was planned in 2007 for the 75th Anniversary of Scouting in the British Virgin Islands. There were inconsistencies in the design and the security printing was delayed for other bureaucratic reasons until a group shot was chosen for a single value issued in 2009 without any indication of First Day of Issue. In fact the stamp was meant only for local use and was not given to wholesale agents. As a result catalogue editors did not get hold of this 40c stamp which was not listed. The few known examples on cover to foreign destinations are uncommon, on local mail the use was limited. 40c being the double of the basic inland rate this value saw a rather limited use.
