FROM Dr. MIGLIAVACCA’ CERTIFICATE

ITALY, PAPAL STATES, ROMAGNA, RAVENNA, 2 June 1814 – Entire Letter complete with text signed by the Governor of the Provisional Government, Count Federigo Rasponi, Free-Frank from Ravenna to Cesena “PER ESPRESSO” (By Special Delivery). Very rare oval Free-Frank hand stamp struck in red “GOVERNATORE DELLA ROMAGNA AUSTRO—BRITANNA” (Governor of the Austrian-British Romagna). This hand stamp had a short life (late April– early June 1814) and is more rare in red. It was replaced in July 1814 by a similar hand stamp “GOVERNATORE DI ROMAGNA E STATI UNITI” (Governor of Romagna and Neighbouring Areas) reflecting the new and rapidly changing administrative status. Under Napoleonic rule, Ravenna was the administrative center of the Rubicone Departement of Napoleon’s Kingdom of Italy which ended on 20 April 1814. At this time Ravenna and the Romagna were going through a transition under the joint rule of Austria and Britain. Following the implementation of the Vienna Congress, Ravenna was returned to the Papal States on 18 July 1815.

I have examined the above captioned Entire Letter which is photographically reproduced here. In my opinion, this impressive letter is genuine in all respects and in fine condition. I signed it “GM” in pencil on the right side of the hand stamp.—————
